Shopify markets is automatically added when you create your Shopify store but it will remain inactive until you choose to activate markets. Shopify Markets Pro was released in Q3 2022 and gives some additional risk and fraud protection and cheaper shipping rates. However this has not yet been released for merchants based in the UK.
